I watch a lot of anime, and I feel like the raichu's motivation is likely that he was tired of taking care of his brother, maybe blaming him for something in the past, like their parent's disappearance. He was taxed physically and emotionally trying to take care of his bro until it became too much of a burden and he just left him there.
