This takes place soon after something has happened to cause Bluey to suspect he might be able to absorb electricity. He constructs an elaborate machine to emit and drain excess electricity, so he can test out his theory. Of course, being the eccentric inventor he is, things like the scientific method, controlled experiments, or safety measures don't mean much to him.
