that is the Beta Star pacifier for the Puddlepants Place. To get one you have to be accepted as a Beta Star for the Puddlepants Store/Community.

You'd need to do something special for the community/store to get recognized as a Beta Star, and it's in their discretion to allow you to have anything.

A good alternative though is the Killis Pacifier on the marketplace, it's also free.
