No, its some kind of German nickname for the F-4. Translated literally it means "air raid defences diesel". The German F-4 phantom had throttled engines to increase the life time and for this reason the German version of this plane had produced some of black smoke and grime. :) https://www.welt.de/img/geschichte/.....sluftwaffe.jpg
The German Air Force had it´s initial customization training for the new F-4F crews at Holloman AFB in Alamogordo, New Mexico, as well as new Luftwaffe Panavia Tornado crews. As far as I know, the Tornado crews still get their initial customization training there. Unfortunately, the F-4F´s went out of service and were replaced by the single seater Eurofighter Typhoon.
Anyways, the F-4F depicted here is supposed to be one of the planes used by the Luftwaffe for it´s training in the US. ;)
On an interesting sidenote: On the very same AFB were the F-117 Nighthawks stationed, which are out of service by now and are replaced by F-22 Raptors. So it´s a great place to watch the top notch of fighter aircrafts. :)
