Well, after the fact I considered the possibility of Ari being Zato-1 using Nomi as Eddie, but the build is all wrong....
The only other character I could actually have done would be Testament, I think.

Dizzy's the cute chick with angel wings and a dragon tail. Also a really nice rack. Wiki her if you still can't remember.
I'd almost say Saki should be Bridget, but that's sick. Saki's got Axl's look pretty well down, so either Axl or maybe Dr. Faust.
Also, look up Hugo from Street Fighter III, and then picture Mitso as him x3
