It can be interpreted as a hadouken easilly. Recall if you will Street Fighter's Akuma who can shoot a hadoken with one hand and does not require two. Not only this, but in the most recent download of 'Marvel vs. Capcom 2' characters can shoot diagonally (also very true with Sakura's hadoken) So really this could be considered a hadouken even though this looks like a fireball.
