Kind of. In my way of looking at it, Zootopia exists in a separate quantum reality, one where primates never evolved at all, and so numerous intelligent mammals cane to dominate all at once. Therefore, to vacation in Zootopia, a human must be altered into the matrix of this quantum reality. Think Back to the Future 2, they couldn’t go back to the future to stop old Biff from stealing the time machine, because, if they did, they would be going to the future of the alternate reality. Zootopia is Earth outside of our current reality and is bounded by its own alternate history. Humans don’t exist there, therefore, humans can’t exist there.

Yeah I've seen that a few times in anime. Usually there's some sacred world like spirit world where humans can't exist for whatever reason so they change form
