To get a scan like this, just always remember that Levels are your friend; in GIMP they appear as a little graph with three triangles on the bottom. Simply bring the leftmost triangle towards the right in order to bring out the blacks of the image more, and reduce paper noise! This is primarily something for linework; you have to use different techniques for color images.
