Maybe you could put some heavy restrictions on how the TF worked in this case. Ie: it was only possible via this ONE sea-witch, and even with her, it was only possible due to a bond of true love, and a long period thereof (ie: they've loved each other for years - this will allow you to cast your gaze back to the mismatch days of shark and felinetaur).

AND, one last restriction could be that the TF can only happen once. Ie: once it happens, it's permanent and you can never have any other kind of TF at all.

One idea I've had is more on the sci-fi route where transformation technology is heavily regulated by the governments as to not have it abused easily by criminals to change themselves to escape capture. As such it would be incredibly expensive and commercial use of large transformations would only be temporary.
With this idea since Ezri is a marine biologist she could use her position in the lab to get a grant to transform herself into a mermaid to study the aquatic life up close with less risk of drowning. Being able to swim with her boyfriend would be a 'convenient' bonus that she 'did not take into account' when making the proposal.

It was a story idea for Eva, a character you drew. She has the power of shapeshifting and thus making her job as a biologist easier.

I understand how tempting it can be to have an outcome like this when you've already set some in universe rules to keep a certain status quo. Hope you can figure something that makes it all work out to your satisfaction.

Well, a trigger i been working on for my tf stuff is magic sea weed that need to be made into tea and drunked and than covered in slime of Naga who are rare.

Doesn't sound very hard to do, either. I would imagine you need something more difficult to come by.
