No, this isn't some abstract perception of Thomas the Tank Engine, this is an engineering marvel of steam locomotive technology - it's a cog railway locomotive (specifically one from the Manitou & Pike's Peak Cog Ry, albeit slightly stylized). Its boiler is tilted to compensate for the steep grades of the climb, so the water is heated evenly (and water, ironically, acts as a coolant for the crown sheet/firebox roof).
