Pure specimen from the future, Dex is the boss of Kit, Wendl, Sy and the rest of the Police gang. He got blue after tinting his skin to infiltrate the Crips gang and put an end to a nationwide weapon traffic, sadly there's no way yet to give one his former skin color back. Even in the future, nothing works.
