(Side note: I HATE HATE HATE this model, it has a lot of issues I don't want to mess with. If I ever make anything with Krystal, it'd probably be made from one of the fanmade models circling the internet.)
Here we have another weird quirk: Krystal has underwear under her skirt. It's pretty uncommon for a character in a game (who's basically only in it for like 5 minutes) to have any actual detail at all, which is why this is pretty weird. I would've expected there to be nothing (like under her top, I checked) or a dark void (like 90% of all skirts in videogames ever), but nope, the queen of the furries has underwear that you can't even see ingame. /shrug

Really late here, but if you haven't looked into it yet please do. You're making a terrible assumption just looking at the name alone without any further research. The reason it's called such is because the leader is a fox. Just like how their rival squadron is called Star Wolf. It's far more diverse than what you think the name gives off.
She was actually going to be a main character of her own game called Dinosaur Planet that ended up being Starfox Adventures so she had a pretty detailed, somewhat different n64 model. She had a short dress that probably warranted underwear because she was jumping and climbing stuff - it's been a while since I looked at beta footage.

I doubt that's the reason. When they were making DP, Krystal was a cat and wasn't really related much to this one. When Rare/Nintendo took over, she was converted to a fox so she could be Fox's love interest and they redid her model from scratch as far as I can tell.
