In the live action movie (and it's novelisation) Prime does say that Megs is his brother.
(He says it blatantly outright in the book, that Megs is his brother, but in the film, he only hints at it with a single line.)
I think, in another continuity or two, that they were somehow related too... Not entirely sure. I don't follow the comics. >.>
