Toby joining the rangers would lead to a lot of controversy since he's a cat, right? Things will be rough for him if he accepts, but it's also important to break ground.

That and he's apparently a cat noble. The Rangers most likely know that so getting a high ranking member of the feline species in their fold would do a lot to make what is left of the feline race happy. Maybe even get more of them in. Maybe ... there's not many left from what i'm getting so they may not care about that.

That's pretty much it.

Toby is nobility so that's *is* the hook that Connor would have pursued. It would broaden the power of the Rangers to have a strong voice from not only the Alliance (his own) but also Felidae (through Toby). He used that as leverage along with cashing in a lot of personal favors to get the the crew put together in the first place.
