He's supposed to be equally unattractive in both forms but seeing as you are biologically human, his features would be more obvious to you in a human form, therefore “more unattractive”. He is not supposed to be a good looking character at all, but mixing a Labrador with him which most humans have embedded into their brain to be considered “cute” would make him seem that way. In any form he is always a bit overweight/dumpy looking, messy haired, sleep deprived, scruffy faced, large eyed (deep eye sockets)… Etc etc.
