It's a gag we did on the show! It's a joke.
And while I'll agree most furries I've met over my years of con-going are perfectly fine at keeping themselves presentable, it's also true that this is an issue that pops up not only in our fandom and others but also in professional circles. Dr. Conway himself commented on encountering folks at professional events who surprisingly did not seem to give enough attention to their personal care. It's a human problem; we're just most aware of it in our own social world.

What exactly is this meme going to accomplish?
Like, mister "ambassador"'s life's role in this community seems to be all about heaping contempt and humiliation onto guys who don't look after themselves (read: perform hard enough to be sexually selected) as a way to unite the "good" furries who are going to endear respect from greater Society.
And I'm just left wondering what exactly is a message he personally promotes in furry spaces about worshipping soap going to accomplish besides broadcasting the psychological message "those disgusting furry freaks are at it again: they DON'T EVEN KNOW HOW TO USE SOAP!!!XDXDXD"
And it's not the first time I've seen this message posted in relation to the name of mister "ambassador".
And right here you blow it off as a joke...but in the same breath you admit: "it's also true that this is an issue that pops up not only in our fandom and others but also in professional circles."...so what was even the point of saying it's a joke to begin with??
That's if everything you just explained to me wasn't just bullshit.
And right earlier you respond to IcewindtheGreat's comment telling "Good thing to spread around cons"; and you respond with "Oh, we have plans..."...like, what is THAT all about???

Your original question literally asks me what Kage thinks. I am not inside his head and can't tell you that.
This particular image and the quote it includes are a joke, yes. It is an exaggeration. I do not expect people to literally worship soap, make altars to soap, treat soap as a God or savior. But jokes can be based, even loosely, on real things that real people encounter. To me it is entirely possible to make a joke about something without the entire issue being a joke. It would be dishonest for us to say we have never encountered this problem ever just as it would be dishonest to say it is a large number of furries or that it is in any way exclusive to furries. If my attempt to address it within our own community using humor offends you, I can assure you that being hurtful was not my intention and I will keep it in mind in the future. I, again, cannot tell you what Kage thinks; I am not him and did not have an in-depth discussion with him on this matter beyond what came up on the show.
The comment to Icewind was because some folks had asked me to produce additional materials such as prints for their own possession, which typically folks get from me at conventions. At this time I am not pursuing it actively and frankly may not at all.
