SCP 2547-1, the Reverend Coyote

Recently discovered the existence of SCP 2547, and its presumptive leader, SCP 2547-1.
SCP 2547-1 calls himself the Reverend (though those familiar with North American folklore would probably call him "Coyote"). During the Summer months, he and his pack of thousands of canids descend on isolated desert towns, where soaring temperatures cause all natural bodies of water to dry up. He takes residence in the local church and gives several sermons a day, usually decrying society forgetting its cultural roots.
When he completes his sermons, the Reverend will offer to trade for water. There are numerous items - such as meat and amber - that he will take and proceed to reward the person with a varying volume of regurgitated water.
And should your offering not be adequate? You will undergo a transformation into a feral version of some species of canid, with none of your prior intelligence or memory. You will be but one of thousands of his true "flock" that he uses to lay siege to towns.

Basically, he's the coyote spirit of a lot of Native American folklore; he visits isolated towns and dries up all their water so the locals will be forced to give him tribute in exchange for water.
It all comes back to how he's angry that modern people no longer venerate him like the natives would centuries ago.
