This is the Monster King, originally designed for me by the great and powerful http://onionknight.deviantart.com/
He talks a lot like the Lemur King and seems nice enough, but underneath, he's kind of a blow-hard and a jerk, and under that, he's a dumbass, and under that, he's a scheming, selfish bastard, but on top of all that, he's a fun guy at parties and he has "head thingies" :D

Hmm, is his right arm steampunk? or mechanical in any way? or are my eyes decieving me I_I
As for his right arm, he's got a powerful magical artifact called The Iron Fist. It has all sorts of cool powers to help a warrior king rule a kingdom, like weather control and a portable hole in the palm for storing stuff.
