This isn't really anything new. Toby's noble past was mentioned in an Inktober comic I did in 2016.
In the Space Pawdyssey universe, felines have a very structured class system and the three major noble houses run the show. The houses are based on the three genus of great cats -- Pantera (the largest and most influential, Puma (of which Toby's family belongs) and Acinonyx (the smallest).
Toby doesn't really give a care about all that though -- he just wants to live his own life.

The comic (hopefully) will get into this down the road. I have a storyline planned later on where Toby ends up embroiled in some leadership decisions with the New Felidae colony.
But for now --
Felidae has maintained a class system for ages and prior to its destruction. Three great "houses" essentially directed the politics of the planet. They aren't really true houses in the same sense as European noble houses. The great houses are instead made of closely related smaller houses.
Each of these great houses corresponds to a genus of great cat, with the species making up the related smaller houses. So the great house "Puma" that Toby belongs to would contain cougars, pumas, panthers and mountain lions. The most powerful house would be the Panthera house which, unsurprisingly, contains lions, tigers, jaguars and leopards. They would have been the ruling house at the time.
Of course, the destruction of Felidae would have scattered or outright eliminated the houses though we find out later that some are trying to rebuild the system on the New Felidae colony while others are fighting to abolish it.

He's actually a bit more influential than a Baron as they do direct global politics as a whole. The three great houses generally work together to leverage each other's strengths depending on the circumstances. The largest house is more powerful by far so it has been undisputed for some time.
Toby's parents were heavily involved in interplanetary diplomacy -- something generally thought beneath the larger house but that his house was particularly skilled at.
