Howard L. Shepherd, simply known as the Shepherd, is an saboteur and outlaw who orignally had aristocratic roots. He is responsible for several murders and assasinations (many of which were titled as "freak accidents") in the west. He carries no firearms (that you can see atleast). He somehow earned a reputation as a gunman but is more of a Saboteur. Do to his age (he's a bit older than one would expect him to be) he is hard to recognize as an outlaw. Although he is extremely polite, and holds very good values, on the flip side he also shares the same Philosophy on the value of life as Zeke. He was once credited with expressing his opinion on others lives. He simply said: "Life is initially invaluable, but the one who abuses it, makes theirs disposable".

He and Zeke have crossed paths may times. In fact the Shepherd was once to assasinate Zeke. No one is completely sure why or how Zeke was left alive. Many say that Zeke was able to pay a higher price than the bounty placed on his head. Another rumor is that they now work together. Both theories are highly unlikely.
