Not a great view of it, but it's from an episode of Ducktales, the original series not the revamp, when they get stuck in the Bermuda Triangle. Scrooge and Nephews find a big seaweed patch where people who've become "stuck" there have managed to survive, thanks to this blue-toned captain's leadership. lol Which of course causes friction between him and Scrooge. lol

You haven't? Awww man, it was a great show! One of the pilot cartoons on the Disney Afternoon, which was a block of about 4 cartoons that were on after school back in the late 80s and through the 90s, I believe. It later ran for awhile in syndication on Toon Disney, which I think they call "Disney XD" now.

There is a new revamping of Ducktales out now. I am not a fan. The art, the voices, and the character-revamps are just not my cup o' tea, not after having seen pretty much every ep of the original Ducktales. ;) But, for sake of interest, there was a vid I noticed that was a side by side comparison of both original and the new opening.
