= - =Well. Wasn't this the ordeal.
I was honestly intimidated by the piece for a very long time, which is why it took me so long to complete it. Trying to figure out what angle to shoot it at, whether to do it all digitally or incorporate 3D, heck just trying to figure out what character to plug in alongside Rooth here. But... I finally managed to overcome all of my anxieties and finish it.
All that anxiety for just an easy-going scene of Rooth and a female hillis* character that I've yet to name staying out after hours at a cafe... or... bar... chatting and enjoying each others' company. And no it's not a date. Just a cordial evening between friends. ... Really.
* Hillis [pronounced HEE-lihs] is just another one of my wide assortment of alien species that I've come up with.
EDIT: Well, I guess thanks to Rooth the character's name is now Amelda. :P

Honestly I can't really comment on the how long part; with all of the stopping and starting due to anxiety, time was tenuously spread to the point where I couldn't begin to recall exactly how long it took.
As for the how, well... I eventually settled on starting with rendering out a 3D base for myself so that I wouldn't screw up so bad with perspective. I modeled out the basic shapes for the background buildings, the whole balcony, the chairs and the tables. Then I outlined over them and did some coloring/blending/editting of that background render image to improve stuff like the lighting and reflections and creating the proper colors I wanted. Then I drew in the characters from scratch - no models there - and plugged them into the scene. After that it was basically more tweaking of lighting and adding some photo filters and effects.

Thanks, I try my best. Though I would also say 'go watch BGN AKA @84elcamino'. He helped me a lot on this piece, giving me advice when it came to adjusting the lighting in the environment to make it pop, and has been a bit of an inspiration to me when it comes to creating great, realistic atmospheric lighting. He's a good dude.
Plus he draws a lot of handsome boys, so that's a plus.
