Its actually on purpose! His design is inspired by a lot of generic hunters/hunter princes in fairytales and whatnot, they tend to have detailed tops/shoes (sometimes) but the pants are usually plain :P Example: this guy from that one barbie movie http://prntscr.com/hyv9j5
