The captions in the pic itself don't fully illustrate why I put the forward facing shot in there, so here's my explanation: it's meant to show that the features on the face are both in the same place as their counterparts (both eyes are about in the middle of the left and right halves of the upper face), so you need to treat them that way in perspective. That's why you don't draw them the same size or one of them slowly sliding into the abyss. Because that's not how skulls work.
It'd also be good to consider the curvature of the sphere when you're lining shit up. The lines I used here on my crappy little 5 second "correct" sketch are pretty straight, but if it worked with the character's design or the elements of his face were moreso on the flat surface of his face, like markings or whatever, I'd probably have curved them. Study things irl with simple but apparent markings/freckles/whatever to see how they curve over different forms.

it isn't perspective, no. maybe i was too consistent with the sloping and it came across as looking acceptable, but 1) there is no vanishing point, horizon line, or anything else being utilized here even if it seems that way because the visual inconsistencies are all "moving" in the same direction, and 2) unless the dude's face is mega wide or being seen through a weird "lens", there's no way all of his facial features are going to start being sucked into an invisible, downwards vortex. the center line of his face and what the symmetry of his facial features should be don't gel with how everything on the side furthest from us looks, which is what i was primarily meaning to illustrate. that's why the center line is there, after all: to help someone understand how what looks a certain way on this side looks smaller on the other.
vanishing points are only useful when there's enough physical space covered to justify them. that's why you use them to draw scenery and shit, not people's faces. besides, if you tried to line all of those red lines up and define one vanishing point based off of that, it'd get really fucky really quick.
basically, the reason the perspective is off is because if you were turn that guy's sphere-skull back towards us, the poor bastard's going to have one eye in a socket and the other in his cheek. his farthest ear isnt even coming out of the canal, it's coming from beside his eyebrows. that ain't justified by the use of any perspective technique
