His name is Ryoji, a Zeraora who's nearly a mute, with a very weak, raspy voice.

He prefers to talk using sign language, and hides his throat with a scarf, and his mouth is a face mask.

One of three brothers, Ryoji is the second eldest. And despite not speaking often can get his point across VERY clearly when he needs to.
