well, he looks more than only excited look like he is a kind surprise and in shock for something really new. I like the idea you give it to the TM toxic and you actually draw it like in the Pokemon Go game :D, good detail in that.
About the manifestations in the Toxic use, well I always imagine like kind of vomit of drops some substance in the body because in another way will be like Poison claw, or Poison Needles, because some Pokemon learn that moves.
In your draw like like he actually learns Poison claw, and got really in shock about the move with the side effect can give, like " look at this, do you see it? it's poison, I can poison you now", well something like that.
About the draw I really like it I think you did a great job with the expression the idea and the anatomy, great artwork!!!♥♥♥
