Nah, the creator of chakats used the term "starfleet" as a way of not reinventing the wheel. Some things in our universe may have some similar names but have different meanings and may work differently. Originally the author was going to make a fan based species but then felt he needed to distance his work to avoid a potential lawsuit from CBS. Please keep that in Mind ^.^
