I think it's more like she's promised all sorts of things to all sorts of people, taken the money up front, done nothing, and is happy to have the money. And has forgotten that she had to do anything. "Oh, that's just spam." She spends her time acting important, having sex during WorldofWarcraft, and eating cheetos.
Wether or not Agouti follows up on her vaugeness, this is just how I see it.
