Yeah...
There's an awful lot of what looks like raw research in the back of #2, and the Black Dossier is a very odd collection of stuff as well. It's not hard to imagine either of them as a third series that never materialized.
In any case, they're consistently disappointing. As my Ex says, Alan Moore manages to take interesting characters and make then banal.
