Shiva is a very interesting case. While female, she has always been confused as a male, and from a young age, this would set her up to be raised as a prince, instead of a princess.

The deciding factor was when as children, Kyra and Shiva met. They got along great, and the Lunaran king decided that his daughter would be used for his own gain. The king offered a treaty to the only kingdom that stood equal to him in power, to wed the son of the dragon king to his daughter.

Having no son, the dragon king was confused, until he realized that it was Shiva he was talking about. He kept Shiva's gender a secret, hoping that maybe this would be the end of an endless war.

From then on Shiva was raised as a prince. She was taught diplomancy, etiquette, sword fighting. Over time she surpassed even the captain of the guard in a duel. She was a proper prince, and she was in love.

Though all was not well, Kyra defied her father time and time again, and had a girlfriend the next time Shiva and Kyra met. This was devastating to the dragon, but all was not lost.

Shiva won apart of Kyra's heart, and a relationship ensued, much to the kings' pleasure.

Kyra originally only agreed to merge the kingdoms to help her brother, and she thought her heart belonged to Sora, but over time feeling conflicted.

In the end, Kyra chose both Shiva and Sora. It confuses others, but they are all happy. Shiva and Sora have a more friendly relationship, but have bounded over their similar interests and desire to protect Kyra.
