Very nice! Both card design and art. I actually don't think this one is overpowered. The RR cost makes sure it goes into aggressive mono red decks, the lower toughness keeps it in check, despite two very aggressive keywords. Potentially very strong, for sure, but certainly not abusable due to the life loss.
well, vexing devil is still pretty strong. I mean either your opponent eats 4damage or you got a 4/3 creature and either for 1 cmc and therefore possibly on turn one. For an aggressive deck I think it's still a pretty awesome card. But of course you are right that you can't control it well.
