It usually goes by the name "limited palette challenge". It's an exercise that can help you with things like color theory and composition! Most people doing this choose 4 to 6 colors for their palette, and then use them any way they like. It's great for character design IMO.

Well, it wouldn't be a challenge otherwise! ;) There are websites like kuler which can create or find a palette for you easily until you learn the theory to design your own.
As a general rule, it might help you to think of BOLD color:
B - base color (orange)
O - opposite color (blue)
L - light color (cream/white)
D - dark color (browns)
and from there you can choose one or two intermediary colors to tie things together. This is just a suggestion, you really can do whatever you like.
