I actually meant to post this at the same time I posted his conbadge last week. I only just realized that I hadn't yet.
Sorry, Dude! This is Radar's other personality. Sort of a vigilante version of an otherwise fairly docile character. Radar could explain it much better than I, seeing as this is his character.
Essentially, though, this is the "Don't-F*$%-With-Me" side of Radar. ;)
