mmm, i think its primarily because rowling is one of those authors who doesnt believe magic and technology can mesh well...simply pointing that from a wizards point of view, technology is just a poor imitation with limited effectiveness... i dont agree of course, my two favorite games ever are final fantasy 6 and 9, especially 9 because magic and technology are key parts of the world, but you arent being slapped in the face with it..
granted, magic does tend to co mingle better with steampunk then cyberpunk...
also, i dont care what the author's point of view is, necesity is a mother, just because you cant bend the laws of physics to your whim doesnt mean you cant think up better ways of accomplishing things that don't involve waving around a bit of a stick....

Don't worry, I'm totally on your side. There are stories that do it well and actually explain why this is so, and also demonstrate what a huge hassle it can be: see The Dresden Files, where the main character has to drive an old VW Bug and can't have a space heater or even a fridge because his magic has such an effect on technology. At one point he even accidentally fries a computer, and elevators sometimes have problems when he's around. If I recall the explanation, it's because magic can make random events more likely to happen, and especially at the scale that electronics work at, and this makes them really vulnerable to magic. Actually, in the first book, there's so much magic in an environment that Harry is surprised that a gun doesn't misfire in a guy's hand. In my opinion, it's a bit better done than Rowling's version, which is "just because."
Now, to be fair, excess magic in some of my stories (which I will get around to writing+posting, promise), magic CAN screw up technology, but then again, magic can also screw up LIFE. Stuff like unicorns and wyverns and dragons and mermaids exist because of magic making something impossible. Magic is sort of just a resource, like food or water, and life forms use those resources: animals and plants will evolve to use magic. This can also have negative side-effects because of magic's reality bending powers, and there's always a chance for something to use such an area to break through…
And as for the magic/science debate… none of my story ideas do not address this issue. And in fact, most of them have the two working together. Rigorous scientific study of magic, machines powered by magic… it's all there. One of my stories - which doesn't have a name - is a world essentially ruled by magic and mad science, so there's a bit of chaos about. MAgic allows for the existence of demons and angels and all sorts of magical creatures, and mad science allows the existence of anthropomorphic animals and antigravity engines and fusion reactors that turn magic into electricity. There is a rivalry between the two sides, but inevitably the most dangerous individuals are the ones who find a way to use both sides. There are characters who use magitech and characters who use computer-driven spells… it's all in there. To be honest, I think my love of technology shows up a little too much in these ideas of mine.

actually i have a friend who claims to be possessed of real magic ability... hes never bothered to fully explain it to me but it seems to work for him...or it may be physical manifestation of willful perception (if you believe something hard enough)...how ever, from what he describes, it functions chiefly by manipulation of probability...and the level of manipulation tends to dictate rather or not a spell can work or not...ie you have to operate within the system like hacking a computer.. in otherwords, you probably could not make a cloud follow someone around raining on them constantly, the level of manipulation of probability would be profound because of the level of its unlikelyhood to happen in a natural system, by comparison, it would be much easier to just tweak the system to cause it to rain (which is why i havent asked him to do something about my age, knowing him hed have already done it to him self if he could...)
but yeah, electrical circuits operate on a very rigidly set list of perameters, i could easily see a system that relies on chaotic entropy having negative effects on ordered systems, still, raw physics engines should still function as would be expected, guns for instance operate under the equal and oposite reaction law, action, pull trigger, reaction, hammer falls on blasting cap, action, blasting cap explodes, reaction, gun powder ignites, action, gun powder rapidly discharges potential energy, which has only one way to go, reaction, projectile is forced through barrel and out of fire arm, unless a chaotic system is introduced specifically to hinder the function of a raw physics engine, it should function normally. otherwise it would be like saying a wheel barrel shouldnt work around magic...

The rule of thumb is that the more complicated or complex the machine, the more likely it is for something to go haywire. A computer or a CD player is really complicated, a gun or wheelbarrow less so.

real story (*standing in line at a movie with some friends...nothings happening, pulls out yoyo and begins playing with it* - oh my god did you just idle?! *says a friend* - *Long pause* ..huh? oh, sorry, my user got bored, what was that?) this is not grownup behavior, which im quite proud of...i just wish my body matched so i wouldnt feel like a freak for having intellectual conversations with 14 year olds in book stores because we share the same interest in reading material...and yes, i do carry a yoyo with me everywhere i go
