Since I've drawn Bison as a Mewtwo, I guess it would make sense to make Rose into a Mew. After all according to the story, Rose and M. Bison shared the same power source (and Mewtwo is made with Mew's DNA.)

It just took me a while to sketch this picture out and be pleased with the pose. I just wanted to show off Rose's sexiness as well as a fortune-teller. Originally, she was supposed to have a glowing projectile floating above her hand (just like her win pose in Street Fighter 4.) Drawing the hand in a certain angle nearly killed me so I have her hold a glowing tarot card instead.
