I'm not the best with painting myself, so it's difficult for me to really say much on technique. What I can say though, is to try to stay away from abusing filters and random brush tools. Pick one or two types of brushes and the image will look more consistent. Also, try picking a single light source and keeping all the shading consistent with it. I usually draw a circle with some arrows where the light is coming from lighting (on paper) or on a new layer (digitally).
I think the major thing that looks bad here is that you're working with just tone, but you're treating it like lineart. (The breasts, nose, and side of the face toward the viewer are where the problem is very evident.) For this particular image, treat her breasts as spheres and her nose as a pyramid. When you work with 3d shapes rather than the 3d ones (sphere and cylinder vs circle and rectangle) your shapes will have volume and you can figure your shading far more easily.
