So remember that cutie little Pyukumuku from this picture? Well I decided to make her official finally. This is Penelope!

Penelope is a chipper, often naive girl who's curiosity knows no bounds. She originally came from Alola, but moved to the urban lifestyle of Viridian City quite literally on a whim because she thought it would be fun, and given the other quirky characters who also inhabit this city it proved her intuition to be on point. She is also mute, unable to communicate in any other way than very "animated" gestures she makes with her body.

Penelope also, in a way, idolizes the voluptuous waterfowl Adyna; she admires the way she uses her personal pleasures in life to attract attention and wants to do the things she does, though to less successful results given that her curiosity and naivety often causes her to mess something up. Adyna though, finds it charming and often encourages her to keep trying until she gets it right. They eventually built up a fun, whimsical friendship because of Penelope's energetic quirks.
