Here's my theory:
Carmine finally reaches Giovanni. He refuses to fight with Carmine to her dismay, so she makes a deal with him. If she loses, then she has to give up her watch and become property of Team Rocket. If she wins, then Giovanni has to turn himself in. Giovanni tears through her entire team with the exception of squirtle. He finally gains respect for Carmine and they finally begin turning the tide. Carmine wins by a thread, but Giovanni refuses to honor his side of the agreement and he summons the rest of Team Rocket to finish her off.
Gary arrives and sees Carmine surrounded by Team Rocket grunts. He thinks that he can win and tries to battle all of Team Rocket. While Gary gets beaten up by 30 different Team Rocket grunts, Carmine nabs an Earth badge and skedaddles out of there
