It's actually not that hard, but you'll need PSP7.0. Here's what I do:
1) Start a new document
2) Make a new layer
3) Choose a light colour to draw on that layer with. This is your wirework/frame work stage. When you get the picture to the point you like it, save it as a .psd file. (I think thats a Photoshop file...)
4) Make another layer.
5) ZOOM in until you can only see a little bit, and draw over your frame work. Periodically disable the visibility of the framework layer just to make sure you didn't miss anything.
6) After you're done, and SURE you're done with the framework, delete the layer.
7) Save it as a .psd. Now we're moving onto using PSP 7.0
PSP:
1) Open up your PSD file. You should see two layers - the one you drew on, and the background layer.
2) Go to Colors > Decrease Color Depth > 2 Colors
3) It may say something about flattening the image - if so, click okay.
4) Go to Colors > Increase Color Depth > 16 Million Colors
5) Using the magic wand tool, select the different areas you want to color the same color.
6) Use the paint can tool to dump one color onto the selected areas. You have to click the areas to actually paint them all at once.
7) Use the other tools to your advantage. Play around with it - have fun.
8) When you're done, save it as a .png.
