The orca is the swimmer, there are medics he pasted the guy over too. They're likely more trained at reviving then he is.
He knows that to many people helping is doing more harm then good.

That and the only reason he dived in in the first place; there was no life guard ON patrol/in the area at the time. The fact he had time to see/hear them drowning, swim out, get to them, get dragged down and THEN the lifeguard showed up (factoring in they're a natural aquatic n likely a damn fast swimmer to boot)
