I mean statute 1 sub heading A clearly states, and I quote,
Any work of art, literature, or motion picture, heretofore known as "work" invoking Kammy rules (including but not limited to spontaneous age regression, underpants to diaper transformation, copious FOY water distribution, spontaneous plush transformation, etc.) as pertaining to one of infinite Kammy-verses, must include at least one representation of Kammy, in said appropriate style of the work aforementioned."

Also... It's kinda of a shame they doesn't allow you to leave the convention center, now that I come to think of it...
It's all expensive inside there, and they doesn't sell diapers!
Imagine spend a entire day wearing the same diaper...
well when we went shopping again we were banned from the public bathrooms so my brother and sister were diapered for the shopping trip at the store XD
