You know, I've never set a hard number. A lot of people don't have measurements for their characters so it'd be hard to judge very precisely how tall he should be next to any one given person without that info. Part of the gag is that he is so small but still (generally) has the upper hand in the hypnosis scenarios. It may be something I'll pin down a bit more in the future, though, as I figure him out more.
One thing I might do is just ask people if their character is short, average, or tall (outside extreme outliers of giant characters or very small characters like Mordecai is) and just have a rule of thumb for that, as I bet most people would at least be able to answer to that extent.
