Not a bad one there, by any measure, for the one you remember. I should rewatch it myself, cause it's been years for me too.
The Tank Girl I'm thinking of is a bit more post-apocalyptic, punk grunge than you went here, but I could definitely see these two getting along.

I...could go on for a while over his awesome villain roles. I'm a huge fan. What really gets me is when he shows up and ISN'T the bad guy. Always a huge, pleasant surprise.
Like when he was Dr Loomis in the Halloween remakes.
