Every artist can choose to pick the rules they prefer for their designs, so a part of it is artist-based. The difference is that this is not a CS (Closed Species) while those with more rules may be.
A Closed Species usually has:
- a no reproduction/breeding rule (to avoid people making more of the species without the creator's permission/control, if breeding is permitted is usually heavily regulated),
- some kind of rule about the amount of re-design that is allowed on it (some CS do not have wings, so if you wanted to give your character some you couldn't, but maybe you could add some markings in colour),
- a re-sale rule (if possible or not),
- a posting rule (is the owner allowed to repost? On other sites as well?),
- a credit rule (you cannot claim you made the design since it's a sale, plus the creator wants to make sure that a third person that sees your bought design does not make one of their own, see first rule, only expanded for audience).
This of course along the description of the species, while you might like how a CS looks, maybe you end up discovering that they're palm sized while you wanted it to be a steed. Or you'd like for it to have magic powers and instead it's not possible in the species' lore. The thing is, with a CS you need to click with all of it, not just the physical looks, but also its backstory.
In this case it's a not-common design, but I did not develop the concept further, plus anyone could take a feline, strap some wings on it, add a horn or two and call it a CS. They need to be a little more elaborate than that to have that name. So I just consider it a 'design' and not a 'closed species', hence the lesser amount of rules I put on it. If you browse my gallery and check my CSs, they have backstories and some more rules than those in this description.

It depends on the needs of the buyer, though at this point I need to ask why you said 'you can't use it as your own fursona'. No adoptable maker would stop you from making a personal suit or identify yourself with the looks of the character, the only limitation would be the redesigning.
Also yes, the character *is* yours, you simply do not own the species' design. It's like owning a horse. You have yours and its colours, physical features and breed combination are pretty unique (also you cannot change them), but it's not like you own the entire equine population or are the creator of horses all around. Still, you bought that horse.
(And *yes*, I get that a horse is an actual, physical being that you can touch and ride and do whatever, and it's different. I have honestly had this side of the discussion far too many times to have it again, it's just a metaphor.)
