Is that acrylic paints or pen for the small details? Because if it's pen I wanna know where the hell you got opaque colored pens from @.@

Thank you!
I used neon-colored gel pens for the blue detail lines. Normally they don't write on top of dark inks like that, so I lay down a line of white gel pen first. After it dries, I go over it with another color :)
