Well, there's a minority of Scooby fans -- a very vocal minority -- that don't like him. While I can see their point, though, it really wasn't the character's fault. It's just that they designed the original characters of the gang very specifically:
Fred: The Jock
Daphne: The Cheerleader
Velma: The Smart One
If these seem familiar, it's because they're character slots in the typical slasher movie. Shaggy and Scooby split the "Beatnik/Hippie" role between them.
Problem is, that doesn't leave any room for Scrappy. There's no slot left for him, so they wedged him in by stealing from Fred and Velma. Which upset the purists, of course, because two of the founding characters were getting sidelined by the new kid.
Ironically, of course, Scrappy was the only reason that run lasted as long as it did. Scrappy did his job of bringing in more fans to the franchise, albeit at the cost of a few viewers. That's why he went on to be included in The 13 Ghosts of Scooby-Doo[/url], [I]Scooby-Doo and the Reluctant Werewolf, Scooby-Doo and the Ghoul School, etc. They wouldn't have included him if he hadn't been popularat the time.

Mm, I have to take issue with that diagnosis.
First off, he's not aggressive in normal conversation, at least not in the original. That directly contradicts a Napoleon Complex, in which social behavior is dominant in type. (Leaving aside there's evidence that it was just made up to pigeonhole short people.) Aside from dealing with monsters, Scrappy is generally polite, especially to his "Unca Scooby".
Second, Scrappy never showed any signs of delusions of grandeur, i.e. a delusion that he was much more powerful than he was. Yes, he was prone to act physically where Scooby and Shaggy would run. That's a comedic device called "inversion of expectations", much like the large and cowardly dog that is Scooby. (And considering Scrappy could carry as many people as Velma could, he could probably have backed it up, too. So, no, he didn't expect other people to finish his fights.)
Finally, well, you can consider him an obnoxious brat if you like. He acted much like other kids in proclaiming the superiority of his father figure, "Unca Scooby". Since he's supposed to be a kid, though, it seems rather silly to complain about him acting like one.

he was a part of an annoying trend of kid characters in a show with a mostly adult cast and served no purpose (save to put scooby in the hospital and velma was freddys brother in drag) snarf was a nanny to a guy who was a kid in a mans body plus did the busy work, orko was a court jester and is a proven friend (not to man at arms but still) slimer needed a proton charge to his tail once every 2 or 3 eps and scrappy well................
plus his mom abandoned him (smart girl) and freddy said we dont talk about him as if afraid to (and when furances appeared in furry force I felt bad for the bad guys, seriously)

(shrug) Scrappy was there to drag the ratings back up... and he succeeded. Without him, Scooby would have been off the air. Instead, we got The 13 Ghosts of Scooby-Doo, along with the three movies, Scooby-Doo and the Boo Brothers, Scooby-Doo and the Ghoul School, and Scooby-Doo and the Reluctant Werewolf. While I don't think he was well-written -- they basically stole lines from Fred and Velma to give him some part in the story those first years -- he wasn't a bad character per se, in that he saved the franchise.
Or, more bluntly, what's worse? Scrappy-Doo or no Scooby at all?

what really saved them were those movies where the threats were real plus in the 80s hanna barbera was pretty much the only game in town as filmation despite some success was on the way out, disney was disney and wb had yet to have its renesence. I just wish the smurfs had gone away faster as they wore out there welcome pretty quick.
In the long run, yes, Zombie Island saved them. Which was directed by Jim Stenstrum, who started as a character designer on 1983's The New Scooby and Scrappy-Doo Show. Sorry, but Scrappy kept the franchise alive long enough for Scooby to be saved. Without him, Scooby's run would have ended in 1979, and he would have joined The Funky Phantom in obscurity.
I do agree with you about the Smurfs, though. Talk about jumping the shark...

... and again, if it hadn't been for Scrappy, it would never have aired. Scooby's original show would have ended in 1979 with Scooby Goes Hollywood. No Scrappy means no Scooby-Doo and Scrappy-Doo (1979 - 1980), no Richie Rich/Scooby-Doo Show (1980 - 1982), no Scooby and Scrappy-Doo/Puppy Hour (1982 - 1983), no New Scooby and Scrappy-Doo Show (1983 - 1984) and no NewScooby-Doo Mysteries (1984 - 1985), as well as no 13 Ghosts of Scooby-Doo (1985).
That, in turn, would make it unlikely that we'd have A Pup Named Scooby-Doo (1988 - 1991), What's New, Scooby-Doo (2002 - 2006), Shaggy & Scooby-Doo Get A Clue (2006 - 2008), Scooby-Doo! Mystery Incorporated (2010 - 2013) or Be Cool, Scooby-Doo! (2015 - Present).

well actually a 60s revival lead to that late 90s austin powers was an example it
not a fan of a pup but that was another trend that was hit or miss. yp yogi failed on it and I love the yogi and friends format and ted turner killed hanna barbera so he could absorb it into warner bros
and if you think I hate scrappy try eddie izzard, now he hated scrappy.
