The main theme of the game is desperation and revolution. They believe that eating plants is for beasts, while civilized creatures eat meat. Usually they eat swine, who are only too happy to farm their own feedstock before their own slaughter (and yes, they're sapient and capable of speech too) but the farms have been going fallow more and more frequently, leading to harvests also including the other animals.
Bonafide, an aristocrat and laissez faire capitalist, was perfectly content with a society that literally butchers its own citizens to feed to the others, until the harvest culled his son. Now, since it affected him personally, it's suddenly wrong and bad and he starts a revolution.
Hopper is the faction leader of the commoners, the downtrodden and poor. She's missing an arm because, as the story goes, she had it cut off to feed some of the starving.
The Quartermaster (pictured above) is the commander of the KSR, the secret police of the established authority, and seeks to restore order by any means necessary
And Archimedes is the leader of The Civilized, which IS the established order, the nobles and royals and clergy and so forth.
In the end, it's a fight to decide who will eat and who must be the meat. Winner reshapes society and is well fed, loser is on the plate.
...As a bonus, one of the unit types is an owl, the Matriarch. As far as gameplay, the owl is a siege unit that generates cannon fodder ground units periodically. Lore-wise, it's stated that there is no room for disloyalty and traitors are eaten, but the owl is not without pity, as she will regurgitate repentant traitors onto the battlefield for one last chance at redemption. ... So basically, she's carrying around dozens of mice in her stomach, alive and whole, all the time. Even better, the name is not just a colorful epithet, she considers the mice as 'her family' and they feel similarly.
