This is the guy who turned rio into a bird to begin with. He is a god of all macaws, and a very friendly natural macro. He has size shifting powers and the ability to grant special individuals with a fraction of his power, transforming them into birds like himself.

Rio of course has the same power to turn others into birds, but he abuses it, much to Teoxihuitl Guacamayo's disappointment

"only a chosen few should be gifted the honor of birdhood, not every soul you meet."

Unlike Teoxihuitl Guacamayo, Rio can't size change on his own, not without some magical doohickey or other trick.
