Here you can see many proportional improvements. After building the new foam form, I can see again that the muzzle is [again] still not quite right. It was angled downward too much and is too long. I decided the head was workable and decided to repair the proportions of the head. It's much better, and I think this is the one I'm going to use. I'll make a new muzzle later after fitting the eyes so I can get the angles correct.
The head and faceplate have been greatly reinforced with mains electrical wiring and is actually a very strong structure, so I shouldn't have any trouble building a new muzzle, which will probably be made of a softer foam for some flexibility. It would be nice if Wac could wiggle his nose, but given that my fingers are so short I might have to settle for just normal jaw movement. Using some scrap pieces of foam, I think mouth movement should be just fine as long as I make finger straps and use a thick plastic for the palate.
Why is there a hole where the eyes should be? A potentially clever/stupid idea, that's what! Stay tuned.
