This is his imperial majesty, Emperor Olan the Expander. His reign has marked the continuing rise of the Progenitor race from a maintainer of the galactic Balance of Power to galactic hyperpower continuing to expand into and conquer his opponents. Despite this, he's known to be on the rather harsh end, using his power as the emperor to skirt some of the senate's power on laws regarding assimilation, going to a more direct route for planets with lower sentient populations and terraforming the worlds into their home world's, (Toles) image.
Despite this, he's more or less ruined any hope for a diplomatic end to hostilities. With his opponents crumbling during his reign, any future emperor may simply wish to continue and finally bring the galaxy under their banner.
Rumor has it that they're building a massive portal to the wonder that they all look up to, Providence.
